There are no roster limits for the minors as far as I know.

No roster limits, but they will generate ghost players for you to have a legit minor league experience. I tend to just only keep the guys that are somewhat interesting and get rid of the rest.

Matt is correct. There are no roster limits in the minors, and if you're under the normal 25 roster size the game will create ghost players for you. This way you can take on the running of those levels of your organization if you're interested in that, and largely ignore it if you're not, without totally crippling your organization.
On the Transactions page, if you tell the AI to auto-run your minor leagues, it will place 25 men on each roster except for the lowest level where it throws the rest of the minor leaguers.

For all the new league members coming in that are not aware of it, there are a number of us logged into the SimCentral irc server basically all day every day. I think the Chatbox link at the top will take you straight to it, but make no mistake - this is exclusively used by members of the online OOTP leagues.
You can get questions about roster limits - and oh so much more! - answered quickly there, if you'd prefer. And talk trades. And troll Felix. Or, you know, whatever you like.

Yeah, except OOTP13 has stopped pushing relievers into starting pitching spots (even relievers who might be able to start) which I don't like. Now I have to go through all my minors and manually set almost every reliever I want to be a starter as a starter. It worked pretty well on its own in 11 and earlier.
