I don't believe this to be true. He has had declining stuff at the very least since I've had him. Declining performance as well.

I was just going by the 1/1 ratings

01/01/2019 OSA scouting updated ratings (potential): Stuff: 8 (9); Movement: 7 (7); Control: 6 (6).

So a stuff potential decline, but a movement rating and potential boost.

As for the performance, his peripherals this year aren't great, but it's not much of a sample size, while last year wasn't that far off of 2016-2018 performances.

In the RSL, he would probably be overpaid, but in the SCMLB it doesn't seem too bad.
