A. The League
(a) The ULB is an Out of the Park league that began in 1995 using actual rosters and fictional teams competing against the MLB.
B. Office of the Commissioner
(a) The League Management reserves the right to modify, alter, or add rules at the discretion of the Co-Commissioners. (b) At times, either one of the Co-Commissioners may choose to bring these matters up for debate or vote with team owners, however, such action in no way waives the Co-Commissioner's right to make a unilateral decision in the best interests of the league.
C. Responsibilities as a Owner
(a) All owners are responsible for maintaining their teams at all times and behaving in a way that is beneficial to the league as a whole. (b) Prohibited behaviors/activities include (but are not limited to): cheating of any type, collusion with other owners, simming ahead, abusive behavior / slander against other owners or the league, or utilizing unauthorized or confidential information as an advantage. (c) Additionally, owners must always act in the best interests of their team (for example, intentionally "tanking" a season is prohibited). (d) If at any time, league management determines that a particular user has failed to meet the obligations and responsibilities of being an owner, management reserves the right to fine or remove the owner without warning, depending on the infraction. (e) Any owner who has not exported in two months of real time (2/3rd of a typical season) becomes elligible to be fired within the game.
D. Code of Conduct
Owners shall refrain from conduct unbecoming of a team manager. Flaming, baiting or any actions unbecoming of a team manager (See section C. (a) for more infromation) shall result in a fine by the commissioner. Actions in both IRC and on the forums may be penalized. Fines shall be $500,000 for the first and second infractions. The third infraction shall result in a one week suspension from the league, plus a $1,000,000 fine. All subsequent infractions shall result in either the removal of the manager or the forfeiting of draft picks, at the commissioners discreation. Actions in other leagues at SimCentral, IE the SCMLB, RSL and TCBA, can result in punishment in the UBL as well. The commissioners of other leagues may request a review of any UBL owners actions at any time. The owner will be informed of the decision, but the rest of the league shall not be made aware if an owner is suspended or fined.

C. Trade Guidelines: Trades must be comprised of one or more of the following: Players, Draft Picks, or Cash. One of each must go each way. Teams may not trade more cash than the total value of the contract(s).
IV. Waivers and Designating Players for Assignment ("DFA")
(a)The ULB uses the Waiver System created inside of the game. The Waiver period lasts for 8 sim days. Since sims last 7 days, owners are given an opportunity to see who’s on the waiver wire, as well as who might have made a claim on a player that has a revocable claim. If a player is irrevocably claimed off waivers, the player becomes property of the team claiming.
B. Designated for Assignment
The DFA period is set for 21 days. If a player's time on DFA runs out, the player will be placed in the AAA level or released.
V. The First-Year Player Draft
A. The Amateur Draft
The amateur draft will be held each offseason on a date to be determined. The Union Cup Winner shall select last, and the Union Cup Loser shall select 2nd to last. Teams that lose in the League Cup shall select 15th and 16th based on record. In the event of a tie, postion shall be determined by a coin flip. The rest of the League is entered into the draft lottery.
B. The Draft Lottery
The 14 teams that do not participate in the playoffs are entered into the Draft Lottery. The lottery is weighted so that the team with the worst record, or the team that holds the draft rights of the team with the worst record, has the best chance to obtain a higher draft pick. The lottery process determines the first four picks of the draft. The rest of the first-round draft order is in reverse order of the win-loss record for the remaining teams, or the teams who originally held the lottery rights if they were traded. The lottery does not determine the draft order in the subsequent rounds of the draft.
C. Trades involving Draft Picks
Teams should assume a maximum of ten rounds in each draft when dealing picks. Teams may aquire no more than 2 picks in the First and Second round. (Limiting teams to three picks in the 1st and 2nd Rounds) Third Round and beyond have no limits. Teams with Three picks in either the 1st or 2nd round of the draft are free to trade up with any of the picks they have, however.

B. Teams shall share 20% of all revenue, to be evenly distrubuted between all teams at the start of each season.
C. The Winner of the Union Cup shall receive a bonus of $25 x Average Attendance, round down to the nearest 1,000. (IE avg attendance is 38,729 equals $25 x 38,000 = $950,000) This bonus shall appear under media revenue once the season rolls over.
VII. Fabled No Marlons Rule and other Reserved Rights
The Commissioner reserves the right to ban, excommunicate, terminate and/or move Marlon's team to San Francisco at will. League Management may also at any time change his name to Paris Hilton just for the hell of it. Also, he looks good in pink.
