What program is everyone using to edit uniforms?

Brian Thompson has a utility called Unpacker. He's just released an updated version today.
I don't have the link offhand.

I got the game for the first time yesterday ... I just DLed that program. However, I have NO clue as to what im doing. Um, help?? =)

I found the Readme.txt file to be helpful. It sorta guides you through the process of unpacking and repacking the images. After they're unpacked you can edit the images with a image editor. When you're done, just run the repack command, following the instructions in the readme.
