		<title><![CDATA[How does the amateur draft work in the NPB?]]></title>
		<description><![CDATA[<p>
Every team in the NPB selects one player in the first round they would like to draft.  Players that are selected by more than one team are entered into a lottery where the team that draws the winning tickets assumes the right to negotiate with the aforementioned player.  Teams will continue to select players and undergo lotteries (as necessary) until every team has selected one player in the first round.

Starting from the second round rules are based on a "snake" draft, i.e. the team that selects first in the second round ends up selecting last in the third round and the team that selects last in the second round select first in the third round.

		<title><![CDATA[High Heat 2003 Roster Installation Guide]]></title>
		<description><![CDATA[Roster files are stored in the STATS\Saves folder within the main High Heat 2003 folder (usually C:\Program Files\HH2003).<br />
<br />
This is where you will unzip roster updates for the game.<br />
<br />

A little more information that can help when troubleshooting problems.<br />
<br />
Roster files are made of 2 basic components:<br />
<ul>
	<li>The main season folder, which usually contains the following files:<br />
	<ul>
		<li>BoxScores.txt</li>
		<li>DraftingResults.txt</li>
		<li>HallOfFamers.txt</li>
		<li>Players.hh</li>
		<li>Playoffs.hh</li>
		<li>Retired.hh</li>
		<li>Scores.hh</li>
		<li>Season.hh</li>
		<li>Stats.hh<br />
		</li>
	</ul>
	</li>
	<li> A corresponding .sea file (which is essentially a blank file).</li>
</ul>
The name convention used for these two components are as follows:<br />
<ul>
	<li>The main season folder name is made of the actual name of the roster + <em>Season</em></li>
	<li>The corresponding .sea file name is made of the actual name of the roster + <em>.sea</em></li>
</ul>
For example, using 2009 Magic Season Roster as the actual name of the roster:<br />
<ul>
	<li>The main season folder would be named <em>2009 Magic Season RosterSeason</em></li>
	<li>The corresponding .sea file would be name <em>2009 Magic Season Roster.sea</em></li>
</ul>
<br />
If you ever find that a roster update does not include a corresponding .sea file, you can easily create one by right-clicking inside the STATS\Saves folder and then selecting New -&gt; Text Document.  This will create a filed called <em>New Text Document.txt</em> in the STATS\Saves folder.  Simply rename this file using the naming conventions above.<br />
<br />
If the rosters are still not loading, be sure to check the main season folder to ensure that the needed files mentioned above aren&#39;t contained within another folder inside the main season folder.  In other words, when you click on the main season folder from the STATS\Saves folder, you should immediately see the files listed above.  If you instead see another folder, then you will need to click into that folder and copy the files out 1 level.

		<title><![CDATA[Do teams receive any compensation for losing a free agent?]]></title>
		<description><![CDATA[<p>
According to the Official Rules set forth by the <a href="http://jpbpa.net/convention/index.htm" target="_blank" title="Japan Professional Baseball Players Association (in Japanese)">JPBPA</a>, teams that lose a player to another team via free agency are awarded compensation (Rule 205). 
</p>
<p>
Teams that lose a player via free agent have one of two choices:
</p>
<ol>
	<li>They can claim a player from the team that that signed their player and cash compensation</li>
	<li>They can forego the player and opt for larger cash compensation </li>
</ol>
<p>
If teams chooses the first option:
</p>
<ul>
	<li>For first time free agents, teams can claim 80% of the player&#39;s previous contract. For second time or more free agents: 40%.</li>
	<li>Teams can claim 1 player from the team that signed their player.  The player must be picked from the non-protected list (any player on the 70-man roster but NOT on the 28-man active roster). This must be done within 2 weeks of the Commissioner officially placing Player A on Team B&#39;s roster.</li>
</ul>
If teams choose the second option:<br />
<ul>
	<li>They can claim a larger portion of a player&#39;s previous contract (80% -&gt; 120%, 40% -&gt; 60%). </li>
</ul>
The above must be done within 40 days of the Comissioner&#39;s official announcement.

However, there was a recent change to the rules (6/25/2008). Every player on a team now receives a rank based on their salaries.
</p>
<ul>
	<li>A Rank -&gt; Top 3 salaries on a team<br />
	</li>
	<li>B Rank -&gt; Top 4-10 salaries on a team </li>
	<li>C Rank -&gt; All other players</li>
</ul>
<p>
Teams can still choose from one of two options:
</p>
<ol>
	<li>A player from the team that signed their player and cash compensation</li>
	<li>A larger cash compensation without a player pick </li>
</ol>
<p>
The difference lies in the amount of the cash compensation.
</p>
<ul>
	<li>A Rank Players</li>
	<ul>
		<li>Player and cash compensation -&gt; cash compensation is 50% of the previous year&#39;s contract</li>
		<li>Cash compensation only -&gt; cash compensation is 80% of the previous year&#39;s contract</li>
	</ul>
	<li>B Rank Players</li>
	<ul>
		<li>Player and cash compensation -&gt; cash compensation is 40% of the previous year&#39;s contract</li>
		<li>Cash compensation only -&gt; cash compensation is 60% of the previous year&#39;s contract</li>
	</ul>
	<li>C Rank Players</li>
	<ul>
		<li>No player and / or cash compensation<br />
		</li>
	</ul>
</ul>

		<title><![CDATA[Is there a limit to the number of free agents a team can sign?]]></title>
		<description><![CDATA[<p>
According to the Official Rules set forth by the <a href="http://jpbpa.net/convention/index.htm" target="_blank" title="Japan Professional Baseball Players Association (in Japanese)">JPBPA</a>, each team is allowed to sign up to 2 players (Rule 206).  However, there are exceptions to this rule.
</p>
<ul>
	<li>If 21-30 players declare FA, then each team is allowed to sign up to 3 players</li>
	<li>If 31-40 players declare FA, then each team is allowed to sign up to 4 players</li>
	<li>If 41 or more players declare FA, then each team is allowed to sign up to 5 players <br />
	</li>
</ul>

		<title><![CDATA[How many players are teams in the NPB allowed to have on their rosters?]]></title>
		<description><![CDATA[<p>
According to the Official Rules set forth by the <a href="http://jpbpa.net/convention/index.htm" target="_blank" title="Japan Professional Baseball Players Association (in Japanese)">JPBPA</a>, each team is allowed to have 70 players on their rosters (Rule 60 &amp; 79).  However, there is an exception to this rule: if there is an emergency situation (team mergers, bankruptcies), teams may be allowed to carry up to 80 players (Rule 57.2).
</p>
<p>
Of the 70 players allowed on the roster, only 28 are allowed on the active roster (Rule 81). And of these 28 players on the active roster, each team is allowed up to 4 foreign players, provided there are no more than 3 foreign pitchers or foreign position players at once (Rule 82.2). 
</p>
<p>
Further, each team can have 1 manager and up to 10 coaches (Rule 80).
